Effective fumigation relies not just on the treatment itself but also on how the cargo is packed and presented. Why Is Cargo Treatment Necessary?

In Australia, the Department of Agriculture, Water, and the Environment mandates fumigation or heat treatment for specific goods to prevent the spread of pests and diseases, including:

  • Khapra beetle
  • Asian gypsy moth
  • Japanese beetle
  • Citrus longhorned beetle
  • European spruce bark beetle

  • Cargo should not be loaded to full capacity—limit loads to 80% of the container’s space when necessary.
  • Timber products should have 5mm of airspace per 20cm to ensure proper fumigant penetration.

2. Proper Palletization & Elevation

  • Goods should be placed on pallets or raised at least 10cm off the floor to allow fumigant circulation beneath them.
  • Overpacked or compressed cargo restricts airflow and may result in ineffective treatment.

3. Packaging Considerations for Fumigation

  • Stretch wrap, plastic covers, or airtight packaging can prevent fumigants or heat from reaching the goods.
  • If plastic wrapping is necessary, ensure it is perforated to allow proper penetration. Perforated pallet wrap is preferred for optimal airflow.
  • For BMSB treatment, commercial packaging is not a risk, but shipping packaging may require modification.

4. Proper Equipment Placement for Fumigation

To facilitate successful treatment, fumigators require space inside the container to place:

  • Fans (typically at the front) for even distribution of fumigants.
  • Temperature sensors and monitoring tubes (placed at the front, middle, and back) to ensure compliance with treatment requirements.
  • Heaters, if necessary, to maintain minimum temperature levels.

Avoiding Costly Remedial Actions

Shipments that do not meet fumigation requirements may require corrective actions, such as:

  1. In-container plastic slashing – Cutting the plastic wrapping inside the container to allow fumigants to penetrate.
  2. Unpacking & Repacking – Partially or completely unpacking the container and redistributing the cargo to allow proper airflow and fumigation. This is time-consuming and costly.

BMSB Treatment & Compliance

The Brown Marmorated Stink Bug (BMSB) is a serious threat to agriculture, and Australia has strict seasonal fumigation requirements for at-risk cargo. Unlike standard fumigation, BMSB treatments:

  • Do not require commercial packaging removal.
  • Have specific dosage rates and exposure periods for Methyl Bromide or Sulfuryl Fluoride.
  • Cannot involve unpacking without Department of Agriculture approval.
